Position Overview:

Provide tactical guidance and personnel leadership with regards to Pilots, Flight Attendants and Dispatchers.
• Participates in the development and implementation of flight policies and guidelines. Provides management with periodic reports and approves department expenditures. Must meet all requirements for Captain. May function as a flight crew member (flight time typically minimum of 50% to maximum of 75% of the average line pilot flight workload). May include operations management. Note: Incumbents who are single rated and exclusively piloting turboprop engine aircraft (or smaller) should not be matched to this position.
• Ensures operational compliance with federal and local regulations, as well as the company's policies and procedures
• Financial and business leadership for the short- and long-term health of the Aviation Department
• Provide business decisions to support the Strategic Business Plan in liaison with the Aviation leadership team
• Participates in the development and implementation of flight policies and guidelines.

Function Specific Activities:

Duties

  • Interprets and makes decisions involving scheduling, general business issues, crew and aircraft assignment, and budgetary control over scheduling the use of several aircraft and flight crews
  • Responsible for developing policies, programs, and strategies for allocation of flight crew resources to maximize utilization and meet company needs
  • Monitors the aviation industry through benchmarking and evaluation of peer departments
  • Assists with monitoring overall operations to ensure the highest level of aviation safety
  • Responsible for the personnel management of the aircraft dispatchers and flight attendants
  • Develops, coordinates and implements necessary security measures to ensure the safety and security of all aircraft, facilities, and passengers.
  • Assists Safety Manager in the implementation of the Company's Emergency Response Plan in the event of an aircraft accident or incident
  • Develop and reviews proposals, makes recommendations and coordinates opportunities in partnership with the GM Aviation/DOM/Safety Mgr. and other internal stakeholders  
  • Recommends and coordinates the acquisition of new aircraft, including the definition of aircraft specifications, and the active oversight of aircraft completion, and entry into service
  • Develop and manage annual operating expense and capital budgets for the aviation operations function
  • Makes recommendations for aircraft technology improvements; creates and manages the associated capital projects to completion
  • Coordinates and recommends the sourcing and approval for staffing contracts

Must meet all requirements for Captain and function as a flight crew member:

  • Functions as the pilot-in-command for assigned aircraft.
  • Has direct responsibility for the safety of passengers and crew and the comfortable, timely operation of the aircraft
  • Supervises the flight crew. Ensures that all flight and ground operations comply with federal aviation regulations
  • Analyses weather conditions with the first officer and makes decisions regarding possible delays, rerouting or flight cancellations
  • Determine flight routes, speed, and take-off and landing times to fulfill scheduling requirements. Make decisions regarding possible delays, rerouting or flight cancellations.
  • Arranges alternate transportation for passengers if their flight schedule is affected

People Development:

  • Lead, coach, motivate and develop local and diverse talent in Aviation to develop future leaders for the business
  • Partners with HR to build capabilities in the Aviation function
  • Provides leadership to members of the Operations Team, including appropriate performance management and robust development of all team members through effective coaching, delegation, and training
  • Coordinates the schedules for training programs for operations staff to assure that all personnel and operations activities exceed all applicable FAA requirements, and meet or exceed ISBAO/Best Practices standards
  • Serves as a consultant for training of non-aviation associates to improve knowledge and understanding
  • Coaches, motivates, and helps talent learn and grow by providing feedback and mentoring
  • Encourages teams to look to multiple sources to identify and reinforce leading practices
  • Educates teams on the importance of anticipating customer needs and measuring outcomes
